Wind Empowerment 2018 International Conference: WEIndia 2018

This year’s conference is jointly organised by Wind Empowerment and the National Institute for Wind Energy (NIWE), India. It will be longer than previous conferences, spanning approximately two weeks: one week of training sessions and one week for the conference programme.

The overarching theme "Bringing Small Wind Turbines up to Scale" is a key issue to the integration of small wind into an energy ecosystem where photovoltaic is ever cheaper and hybrid solutions are becoming mainstream ideas.

WEIndia2018 will be hosted at two locations in India, Chennai and Kayathar, both located within the state of Tamil Nadu:

  • Chennai, capital of Tamil Nadu state, at NIWE’s main offices
  • Kayathar, a small town in the state of Tamil Nadu, very close to Madurai, at NIWE’s Wind Turbine Test Station (WTTS) & Wind Turbine Research Station (WTRS)

Pre-conference activities (9 days) will take place at NIWE’s facilities in Kayathar. On the 9th day, participants will be transferred by bus to Madurai airport (2-hour drive) and by plane to Chennai (1-hour flight), where the Main conference activities (5 days) will take place.

In Kayathar, NIWE’s warehouse areas will be used for the hands-on manufacturing workshops, where all parts of a wind turbine, from blades and generator to tower and electronics will be constructed. This equipment will be bench tested, assembled, installed and field tested at NIWE’s Wind Turbine Test Station. NIWE’s Wind Turbine Research Station will also be visited and used for parallel activities.

In Chennai, participants will visit NIWE’s training center and main office facilities.These can be used on the last day, which is focused on Wind Empowerment’s internal processes, so fewer local participants are expected. During days 10-13 however, Wind Empowerment expects to have more than 150 participants, i.e. multiple state government participants from rural development, renewable energy and poverty alleviation departments as well as NGOs, universities and private entrepreneurs involved in rural development issues.

Improving And Demonstrating The Potential Of Traditional Water Mills In Uttarakhand, India

The Himalaya has a rich ancient tradition for tapping hydro energy from the hill streams and rivers through the device of Gharats (water mills). It is estimated that there are 200,000 watermills in the Himalayan region. However, most of the watermills are currently defunct due to various reasons.

Over the course of this SEPS project, IDS carried out a preliminary survey in two districts (Dehradun and Uttarkashi of Garhwal region) to select a cluster of water mills. After analysing preliminary survey data, the water mills located in the villages of Dehradun were found to be more suitable to receive a technical upgrade and corresponding livelihood enhancement of local communities.

The following key activities have been implemented:

  • A baseline study including socio-economic and technical feasibility at identified water mills cluster
  • A market feasibility study on watermill-based business
  • Focused community/watermill owner/operator mobilisation 

  • Formation and strengthening of so-called "Self Help Groups" (SHG), consisting of village members
  • Training and capacity building of SHGs (in business management, storing, packaging, pricing, marketing of products) and watermill operators

  • Technical improvements of water mills 

  • Marketing of the water mill-processed products 


This SEPS project facilitated the enhancement of local population’s livelihoods to some extent. The business activities by the "Self Help Groups" are expected to increase in the future and the concept of developing water mill-based businesses has shown a promising potential.


New Project: Capacity Building And Knowledge Exchange – Designing Energy Services In Indonesia

Many energy services in remote areas targeting the “last mile” fail. This is for a variety of reasons, including insufficient attention to the long-term costs of operation and maintenance; use of a “one size fits all” approach which often fails to consider differing local realities and socio-cultural factors (including gender issues); lack of attention to how an energy service will deliver wider development impact; and lack of buy-in from local stakeholders.

Building on these insights, since 2014 IESR – with its partners CAFOD and IIED – has been co-developing a participatory approach to designing energy services in Southeast Asia called the Energy Delivery Model (EDM).

Over the course of six months, IESR aims to:

  • Prepare and host a four-day EDM Planning Workshop in Indonesia (inviting 15-20 participants from NGOs, social enterprises & local government), which will build an understanding of the participatory design of energy services, as well as capacity to use the existing EDM Toolkit; and
  • Create an updated Indonesian language version of the EDM Toolkit.
